Reumo
Considerando a complexidade dos elementos que compõem os Sistemas de Inovação, das instituições e as interações existentes entre elas, que podem resultar em diversos esforços de inovação e distintos níveis de desenvolvimento para a região, este trabalho tem como o objetivo analisar a atuação do governo municipal junto ao Sistema de Inovação Local do município de Itajubá no Sul do Estado de Minas Gerais. Para isto, foi realizada uma análise documental por meio da consulta de leis, decretos e portarias no Diário Oficial e no serviço de Protocolo da Prefeitura Municipal, da visita aos sites das Instituições do Sistema de Inovação Local e de notícias publicadas pelos mesmos. Como principais resultados identificou-se determinantes que caracterizam o município como um Sistema Local de Inovação e os diversos papéis que o governo assume durante o desenvolvimento das ações do Sistema de Inovação, como financiador das iniciativas, formulador de políticas ou regulador, articulador estratégico, e incentivador da construção de instituições de apoio ao Sistema de Inovação Local.
Abstract
Considering the complexity of the elements that make up the Innovation Systems, the institutions and the interactions between them, which can result in different innovation efforts and different levels of development for the region, this paper aims to analyze the action of the municipal government with the Local Innovation System of the municipality of Itajubá in the South of the State of Minas Gerais. For this, a documental analysis was carried out through the consultation of laws, decrees and ordinances in the Official Gazette and in the Protocol service of the Municipal Government, the visit to the websites of the Institutions of the Local Innovation System and news published by them. The main results identified were determinants that characterize the municipality as a Local Innovation System and the various roles that the government assumes during the development of the actions of the Innovation System, such as funder of initiatives, policy maker or regulator, strategic articulator, and encouraging the construction of institutions to support the Local Innovation System.
