O objetivo deste artigo é analisar a estruturação das controladorias nas prefeituras municipais do estado do Pará, quanto à presença dos elementos que formam os pilares da estruturação (significação, dominação e legitimação) e seu inter-relacionamento na área organizacional da controladoria das prefeituras do Estado do Pará, a partir do avanço regulatório governamental de controle e transparência exigidos para a administração pública O procedimento metodológico aplicado foi o levantamento bibliográfico e documental Verificou-se que o pilar da significação ainda não está presente nas controladorias/controles internos das prefeituras paraenses, o que indica a pouca autonomia que possuem diante do sistema de controle do município; que há pouca presença do pilar de dominação, revelando a necessidade de maior capacitação técnica e gerencial dos servidores que atuam na Controladoria da maioria dos municípios paraenses, assim como a necessidade de investimentos em aplicativos contábeis ou sistemas de informações; que há forte presença do pilar de legitimação, verificando-se, entretanto, a pouca presença para a subvariável sanção, porém sendo crescente a presença de comportamentos legitimados (evidenciação, controle e transparência) Conclui-se que as dimensões da Teoria da Estruturação de Giddens (significação, dominação e legitimação) estão diretamente relacionadas às práticas das controladorias municipais, com a pesquisa apontando a necessidade
Abstract
