Reumo
Este relato técnico tem como objetivo apresentar um modelo de análise para a transformação digital na 4ª Vara Cível da Comarca de Bauru do Tribunal de Justiça do Estado de São Paulo (TJSP). Diante do desafio a ser vencido até o fim de 2015, de transformar em digital todo o judiciário paulista com a implantação do processo eletrônico nos 331 Foros do Estado, os novos processos a serem distribuídos são obrigatoriamente digitais graças a utilização do sistema de automação da justiça (SAJ). O tema possui importância crescente, pois estudos mostram que nas organizações públicas, a transformação digital provocou o redesenho e reestruturação de configuração de trabalho, procedimentos e estrutura para que as novas tecnologias fossem institucionalizadas, afetando profundamente os processos organizacionais, pessoas, cultura e estrutura. Como contribuições deste estudo, apontam-se (i) a ampliação de pesquisas empíricas sobre a implementação de sistemas no serviço público; (ii) o debate neste estudo pioneiro ao investigar como ele se deu no âmbito de uma das Varas do Tribunal de Justiça do Estado de São Paulo; e (iii) a replicabilidade do modelo de análise para transformação digital nas organizações públicas e privadas; bem como, a expansão do estudo para outras varas do TJSP.
Abstract
This technical report aims to present an analysis model for digital transformation in the 4th Civil Court of the Bauru District of the Court of Justice of the State of São Paulo (TJSP) Given the challenge to be overcome by the end of 2015 of transforming the entire São Paulo judiciary system into a digital system by implementing electronic processes in the 331 Courts of the State, the new processes to be distributed must be digital due to the use of the justice automation system (SAJ) The topic is increasingly important, as studies show that in public organizations, digital transformation has led to the redesign and restructuring of work configurations, procedures and structures so that new technologies can be institutionalized, profoundly affecting organizational processes, people, culture and structure The contributions of this study include (i) the expansion of empirical research on the implementation of systems in public service; (ii) the debate in this pioneering study by investigating how this occurred within the scope of one of the Courts of the Court of Justice of the State of São Paulo; and (iii) the replicability of the analysis model for digital transformation in public and private organizations; and other TJSP courts.
