PLANO ESTRATÉGICO DO GEOPARQUE COSTÕES E LAGUNAS DO RIO DE JANEIRO

Este relato apresenta o Plano Estratégico do Geoparque Aspirante Costões e Lagunas (GpCL) para o período de 2025 a 2029, com o objetivo de consolidar sua integração à Rede Mundial de Geoparques da UNESCO. O plano propõe um modelo de desenvolvimento territorial que articula geoconservação, valorização cultural e dinamização socioeconômica de forma regenerativa e sustentável, alinhado aos princípios da Agenda 2030 da Organização das Nações Unidas (ONU) e aos 17 Objetivos de Desenvolvimento Sustentável (ODS). O território do GpCL, situado na região norte e leste do estado do Rio de Janeiro, abrange 16 municípios e cerca de 1,6 milhão de habitantes, configurando-se como uma área de excepcional valor geocientífico, histórico e etnocultural. A metodologia adotada para a elaboração do plano compreendeu três etapas - Planejamento, Diagnóstico e Plano de Ação - estruturadas sobre premissas como gestão participativa, desenvolvimento regenerativo, abordagem territorial sistêmica, alinhamento com diretrizes internacionais e monitoramento contínuo. Os objetivos específicos do plano incluem o fortalecimento da governança local, a conservação dos patrimônios natural e cultural, a promoção do turismo regenerativo, o estímulo à economia criativa e a ampliação do sentimento de pertencimento entre as comunidades locais.

This report presents the Strategic Plan of the Aspiring Geopark Costões and Lagunas (GpCL) for the period 2025 to 2029, with the objective of consolidating its integration into the UNESCO Global Geoparks Network. The plan proposes a territorial development model that articulates geoconservation, cultural appreciation, and socioeconomic revitalization in a regenerative and sustainable manner, aligned with the principles of the United Nations 2030 Agenda and the 17 Sustainable Development Goals (SDGs). The GpCL territory, located in the northern and eastern regions of the state of Rio de Janeiro, encompasses 16 cities and approximately 1.6 million inhabitants, standing out as an area of exceptional geoscientific, historical, and ethnocultural value. The methodology used for the development of the plan comprised three stages — Planning, Diagnosis, and Action Plan — structured on principles such as participatory management, regenerative development, a systemic territorial approach, alignment with international guidelines, and continuous monitoring. The specific objectives of the plan include strengthening local governance, conserving natural and cultural heritage, promoting regenerative tourism, stimulating the creative economy, and fostering a stronger sense of belonging among local communities.
